Question Why is my newly built PC running so slow and underperforming?

So I recently built a new pc.
CPU: AMD Ryzen 5 2600 3.4 GHz 6-Core Processor
COOLER: Stock
Motherboard: Gigabyte B450 I AORUS PRO WIFI Mini ITX AM4 Motherboard
Memory: Corsair Vengeance RGB Pro 16 GB (2 x 8 GB) DDR4-3000 CL16 Memory
Storage: Western Digital Green 240 GB 2.5" Solid State Drive
Storage: Western Digital Caviar Blue 1 TB 3.5" 7200RPM Internal Hard Drive
Video Card: Gigabyte Radeon RX 5500 XT 4 GB GAMING OC Video Card
Case: NZXT H210 Mini ITX Tower Case
Power Supply: Corsair RMx (2018) 550 W 80+ Gold Certified Fully Modular ATX Power Supply

I've run into an issue where my PC is seriously underperforming.
I would often get the error "video_tdr_failure amdkmdag.sys" when the system is under a little load, even when loading into overwatch, and it's averaging around 30-60 FPS on CSGO 1080p max settings. It can barely run multiple tasks at once and If I type quickly into start, sometimes it would freeze for up to 10-20 seconds.
I've installed GPU drivers and all the other necessary MOBO Drivers, I've run "Scannow" command and it found no integrity errors, I've also run a memory diagnostic and found no errors. I've also uninstalled my GPU and reinstalled it, although I think that wouldn't do anything.
My PC is picking up all the components of my PC, like its reading everything and all my ram.
Could this be a BIOS Issue?
I was thinking of reinstalling windows as my last resort before I maybe contact GIGABYTE or AMD.
