Why is my Northbridge Chipset so hot?!?

So, i've been running prime95 for a while now and the hottest my fx-8320 got was 35 Celsius. I also just got the CM Hyper 212 evo, so i thought it was just a really good cooler. However, when i looked at my cpu core frequencies, there would be at least one core throttled down to about 2.9Ghz. I read online that this is because MOSFETs and/or VRM is getting too hot and the mobo is underclocking the cpu because of this intense heat. I've had my computer on idle for about half an hour and the MOSFETs to the left of my cpu, right next to the i/o feel warm but not too hot to touch, along with my southbridge. However, my northbridge is REALLY hot. It's to the point where it hurts to touch it for more than 5 seconds. I open up HWMonitor and there isnt a single temp above 42 Celsius. What could be causing this extremem temperature?? PLEASE help! I don't want to destroy my PC.

my specs:
cpu: FX-8320
motherboard: Gigabyte 970a-d3p
RAM: Corsair Vengance (2x4Gb)
PSU: Antec 650W
 
First thing is, touch is not a proper measurement in electronics. Stop touching it. Use sensors. Electronics operated at high Celsius temps, which will almost always feel "Hot" to the touch.

What voltages are you supplying to the cpu?
Are you overclocking?
 


I understand that, but it not only the touch, When the cpu frequency is being throttled under extreme conditions, such as running prime95, the biggest cause is thermal throttling, meaning that the VRM is getting too hot.
