[SOLVED] Why is my old TV monitor glitches like this?

Recently, my old TV, which I now use has started to glitch at the bottom of the screen, normally it goes away but now it is stuck like this. Any solutions are appreciated. Thanks in advance

Looks like the panel is dead. Replacement may cost as much as the TV is worth.

But the screen still sort of displays the image, just super badly
