Question Why is my pc getting so loud at low-mid usage, and low temps?

I have a 9700k cooled by a 240ml corsair capellix cooler, a 1080ti aorus xtreme, and 3 ql120s and 2 ml120s cooling it all. For some reason whenever I play a game that I should run with ease, like valorant, which I play on low settings, it starts to sound like a jet engine, even though I'm nowhere near 100% usage on cpu or gpu, and my temps are in the 50s and 60s for both. Does anyone know what the issue could be/what I could do to fix this?

Start by changing fan curves in BIOS.
