In some games like gta v and mw2 it seems like my fps is capped under 60 even at 1280 x 700 i was getting 30-40 fps at low settings in gta v

Try a matched set of RAM for at least 16GB and get the OS off the WD Green drive, as a start.

Matching sticks of RAM in dual channel mode and the OS on an SSD (as stated).
Also, your CPU boosted to below it's base frequency. Something's not right there. Check CPU temps (HWiNFO64) and make sure the cooling solution (heatsink and fan) are working.

Alot of dust was on it i guess thats why it was overheating

Just installed 2 sticks of dual channel ram and works perfectly now thanks everyone also i dusted off my cpu heatsink
