Question Why is my pc screen black and then turning off my monitor then repeating?

i was playing bdo and set my resoulotion then turned my game to fullscreen and now the screen is black and turning on and off i closed the game iv been dealing whith this for about 4 months nothing i have done has fixed it everytime i plug my pc into that hdmi it does it. I pluged my ps4 into the hdmi and it works fine and I've tryed using a new cord and moved the hdmi cord around on the back of my pc. My other hdmi works but is only 30hrtz and runs games worse
