Why is my PC so slow after installing a new gpu?

So I had a r7 370 but I decided to upgrade to a gtx 690 (I know it's an old card). When I restarted my PC it took 15 mins to boot and the CPU fan was extremely loud. I currently am using a fx 4350 processor and 8 Gg of ram. I know that my power supply isn't bottlenecking my PC because it is a 860watt from Seasonic. I cant run games without my PC using 4gb of ram and 80% - 100% of my CPU and all of my disk. Whenever I try to run a game the video and sound stutters and lags, soon after my PC crashes (with no blue screen of death).
Is my CPU bottlenecking my GPU?
Will upgrading my CPU to a fx 8350 solve my problem?
How can I fix this problem?
What AMD CPU do I have to upgrade to, to fix this problem?

I did reinstall a new version of Windows so that no past drivers could be interfering.

sounds like a bad card. if the fans are at 100 percent when your sitting at windows screen there an issue with the gpu. if the card was used sounds like someone cooked the card. i would get a full refund for the gpu. then get a newer pascal or polairs gpu when they drop in june.
