Question Why is my PC underperforming? Please help

Here is a link to the PC specs. Most of my components are underperforming and i dont really know why. I am not very good at PC's so any help is welcome.

Depends how you want to approach it. At the very least, the link you provide already tells us there are processes running in the background which are likely to have affected how the test went. So the obvious thing to do is close all software except for the absolutely necessary ones.

Then there's running the test again in safe mode.
