[SOLVED] Why is my PC underperforming?

My PC isnt running as good as it should be?
I have an RTX 2080Ti, I9 9900k, 8GB Dual Channel DDR4 and am getting less frames on the same setting as my friends with much less powerful PC's. (Over all games)

Any ideas on what it could be? Not sure what other information is helpful, fairly new to pc gaming...

Your RAM is holding your performance back.
8 GB isn't enough for modern gaming and also the 2400 MHZ speed will be hurting performance too.
You want 2 X 8 GB of at least 3200 RAM to let your CPU reach its full potential.

CPU: Intel Core i9 9900k @ 3.60GHz
RAM: 4GB x 2 2400mhz
MOB: Z390 AORUS MASTER-CF
Storage: 465GB Samsung SSD 860 EVO

All games, from Tomb Raider on medium to high settings (4k) to Rainbow 6, Escape from Tarkov and Fortnite on low settings at (1920x1080)

Temp:
CPU: 58
GPU: 51

CPU Speed is at 4.68GHz
