From the test.
Very high background CPU (52%). High background CPU reduces benchmark accuracy

The turbo of 0.55GHz suggests more than just high background usage.

The temperature in bios for the motherboard is 25 C and for CPU temp 39 C

high background usage in task manager the cpu was 2 to5% memory was 50% and that other thing was 1 to 2% and some reason the ghz was 0.50ghz

Maybe you could go to BIOS, and configure your CPU speeds, and what not. Is your PC on power saving mode? Which will turn down your CPU, or other components in your PC. It's also weird how your RAM is performing poorly too. Again try looking at your BIOS settings.

Was this a clean OS install when you built it or are you trying to reuse a previous OS install ?

Do you have a spare drive to install Windows on? - I'd try that, and if your system runs well, then you know it is software. If it still underperforms - hardware.

That would be the first thing to remedy. Windows gets confused when you don't do a clean OS install when you change motherboards.

Cutting corners has a nasty way of losing far more time than it saves.
