Why is my RAM speed not operating at its maximum levels?

In CPU-Z, it shows the RAM frequency as 1064.5 MHz but the true max speed for these RAM sticks should be 2400 MHz?

Other details:

RAM:
G.SKILL Ripjaws V Series 16GB (2 x 8GB) 288-Pin DDR4 SDRAM DDR4 2400 (PC4 19200) Desktop Memory Model F4-2400C15D-16GVR
CPU: AMD Athlon X4 950 3.5GHz Socket AM4 Processor
Motherboard: Gigabyte ga-a320m-s2h REV 1.2

Dual channel so it's running 2133 you might be able to enable XMP profile to get it to 2400 then it will read close to 1200.
