Question Why is my RTX 3070 so loud

Bought new Pc, set it up, as soon as i start any graphic heavy game my gpu turns fans to 3000rpm and gaming at night is just impossible like this. Temp is around 70c in GTFO and Shadow of the tombraider.
Please help me figure this out. If you need more Infos let me know.

Thanks for the reply. Specs are the following:
Amd Ryzen 3700x, 16gb Ram, rtx 3070 Founders edition.

Edit: Also, according to CPUID, fans are running at 1000rpm in Idle
