Question Why is my RTX 3070 VENTUS 2X 8GB MSI GeForce underperforming?

I'm having trouble getting this card perform at optimally.
GTAV - it sits @ 20% usage and I get about 80 FPS

Everspace 2 it sits at like 80% usage and my framerate drops to 30 FPS.

I am beginning to thing it's getting temperature throttled, but that doesnt explain why I have so much headroom in GTAv that isn't being used.

Any ideas?
