Why is my RX 580 4GB under performing and CPU is 80 degrees celcius?

Hey I ran a benchmark on my PC, I'll link the results: https://www.userbenchmark.com/UserRun/14470431

So I recently upgraded my CPU to an i7-4790 to match my GPU: RX 580 4GB

On the benchmark my CPU had an amazing result however I am worried because the temperature seems way too high, it went to 83 degrees celcius during the benchmark and usually sits at 70 degrees when playing games. I have recently purchased a CPU cooler as my Intel stock cooler may be the issue with the temp. But I still don't understand why my GPU is under performing I assumed it was because of the bottleneck due to my previous CPU.

Get Afterburner and use youtube to learn how to set up the overlay.

Come back when you know what your GPU is getting % when you un vsync your GPU to see if your CPU can actually max out your GPUs power.

If your GPU isn't hitting a constant 99% usage but your CPU is hitting 80+ usage then you have a bottleneck. Otherwise, it could be game optimization issues.
