Question Why is my RX 580 seen idling in W10 task manager, but is stuck at 100% utilization on Radeon Software/HWMonitor?

This was while i was, in fact, idling, so Task Manager should be in the right. However, it seems the driver is still jacking up the clock and the fans because of the imaginary utilization, yet temps are still high for idle (It's usually at 48c idle for me). What's going? on and how do i fix this?

Update your post to include full system hardware specs and OS information.

Include PSU: make, model, wattage, age, condition (original to build, new, refurbished, used)?

Also check Resource Monitor.

Manually download the drivers via the manufacturer's website. Reinstall and reconfigure.

No third party tools or installers.

Probably none of this matters anyway as it seems to be an unresolved known bug. Link.
I'm on the crappy GPU drivers pushed by Windows Update anyway, so I'll DDU and try with the manufacturer drivers tomorrow
