So the other day, I decided to basically make a new build using a Ryzen 7 3700x and a RTX 2070. I noticed that when playing certain games (GTA 5, RDR 2), I had strangely low fps at times. After running benchmarks, I noticed my CPU was underperforming by quite a bit. Here's the userbenchmark for reference:

I posted about my whole system underperforming earlier, which I mostly fixed by increasing my memory clock speed. However, my gaming performance is still way below where it should be, thanks to my CPU. What could I do to fix this issue?
 
Solution
According to UB your cpu is only boosting to 3.6GHz, that’s not right. Try resetting the BIOS to stock settings and monitor temperatures when benchmarking.

It's quite common to see that your components are underperforming in UserBenchmark. Many of these benchmarkers that use that site have custom and optimized cooling solutions while overclocking their CPU to its max potential. Don't worry about what UserBenchmark says.

I actually did have multiple issues that I fixed and now my setup is working perfectly. First, my PC was not boosting, as someone else said in this thread. I just reset my bios settings to default and that was fixed. I also had my RAM speed increased, rather than changing my XMP profile. I changed my XMP profile and that helped as well. My GPU was also overheating, because for some incomprehensible reason, Gigabyte shipped my card to have a "passive fan" (which basically meant no fan), so I downloaded the Gigabyte software and turned that feature off and made my own fan curve. Now my performance in games and workstations is excellent!
