[SOLVED] Why is my speed at constant 4ghz

I have an i3 9100f, its alright for what im doing, but its always at 4ghz all the time, even just having task manager open and ~4% cpu usage, i have an asus b365m motherboard. Would it be a setting in thebios thats making it a constant 4ghz? Im not good with uefi, i spent too much time with the good ol' blue screen bios

Check your Power options in windows.... (Maximum performance, Balanced, Power saving).
Choose your choosen plan > edit it > see if minimum processor state is at 5%

Also the technology you are searching for in the bios is called speedstep.
You could also look at the turbo boost settings.
