Why is my strong gaming pc getting weak?

I have a I5 3570k with a Nvidia 660TI and 8 GB of ram.

Just last year it was able to run CSGO on borderless mode 1920x1080 with no lag what so ever.
I am running dual monitor so all my games are on borderless mode.

After maybe about 3 reformats in the past year. Frames started dropping after the third one.

Does anyone have any clue why this is happening?
My friend has literally the same rig and he can run the games I want to run on borderless mode with no problems.

I am so confused at what to do since my PC feels really gunky. It should not be this weak.

dying parts maybe?
Get some monitoring tools like Cpu-z, Gpu-z, HWmonitor, and see if your parts are performing up their retail specifications.

have you tried checking the drivers? maybe you forgot to reinstall them, it happens to the best of us
