Why is my T Mobile speed on OOKLA 25mbps but in reality it is 100kbps?

I went over my data limit of 10gb on my T Mobile Mobile Hotspot device and the speed dropped to 100kbps, normally it is 15-25mbps. When I test the speed on OOKLA the speed is showing the exact same as it was when I was not above the data cap, it still is 25mbps, but if I go to any different speed test it shows my real speed of 100kbps.

The Tech support technician that I talked to said it was probably because some speed tests handle the process differently and that this speed test may show the max speed I could get, not what I am getting.

I know that is a lie because it doesn't make any sense, it seems as if T Mobile put OOKLA on their whitelist because it is the #1 speed test that people download and use, basically they want everyone to think their speeds are always blazing fast regardless of "prioritization" and throttling.

Is this true? or is the tech support agent right?

Personally I don't think data companies should even exist, at this point it would not be any different than driving 10 miles down the highway then stopping at a tollbooth wanting $45, and this happening every 10 miles.

Also, how would I measure my real data usage? I am not trustworthy of T Mobile and I think they are amplifying my data usage. For instance, I turned on my mobile hotspot device for the day and connected it to my PC, did not open a single webpage or access the internet at all, I checked the data usage to see what I used and it said over 100mb was used...how? \

Sorry for the long post (rant?) but i hate, HATE, data companies (i think i made that clear haha) and i believe some fishy, greedy tactics are going on here, data speed plumeting but speedtest saying the opposite, and data usage being way higher than it should.
 
Even regular routers have little to any data tracking. Mostly the problem is your average consumer is dumb as rocks and only cares if they can check how many likes they have on facebook today. Since there is not a high demand for data logging features you do not see this especially when you are using a phone/mobile hotspot as the router.

To do this you would need to place a device between the pc and the hotspot to collect data. This is generally some form of firewall but there are many that you can get for free and run on a pc that has multiple nic cards. Best with ethernet nics but you can with more work have both the WAN and the LAN side of this device be wireless.

Your other option if it is just a single pc you want to monitor is to load software on the pc. There is all kinds of stuff available. The brute force approach is to use wireshark. Since it captures all the data with time stamps you can actually see the delays between actual packets. It depends how much effort you want to go through. It has many built in reports and can be used for long term data monitoring by only storing data headers and summary data. It is a massive tool so it takes a while to master.

Microsoft is constantly downloading crap updates for many things that you do not even use or advertising for their stupid app store. Luckily now you can set any nic to "metered" and it will greatly reduce the amount of data that is downloaded. Be aware it does not even download virus definition files when it is set to metered.

I have used wireshark about a year ago in school but never delved into it much, ill have to talk to someone at my school and ask about it.

My family has always lived in rural areas so our internet provider options are slim to none. At one point we had Verizon and about a 20gb limit and within about a week or two we would hit the limit which should have been impossible. Now I myself have a 10gb plan on T Mobile and all I do on it is game, everything else I use internet for is on the satellite internet and I am always sure to switch it and only my PC ever uses it. It could be possible that something on my pc is sending data to somewhere, ill find out.

I am not sure how I am hitting a data limit of 10gb in 2 weeks when I just use it to game, ive already researched the games that I use and their data usage and on average they only use 10mb-20mb per hour, yet I could play a game online for one hour exactly, look at my data usage and see that I used anywhere from 100mb to 300mb. Problem is that even if they were screwing me over and I did catch them amplifying my data usage (which at this point if they whitelist internet speed tests would not surprise me) what can I do? Nothing? because they probably have some bullshit in their terms of service that says they are essentially allowed to steal your data and screw you over at will.
