Why is Nvidia Control panel still Crap?

Why is Nvidia Control Panel looks so old?
This interface seems to be stuck in windows 98 still.

Is there an FPS limit option in Nvidia Control Panel?

Not that I know of. What game? Steam and origin overlays both have fps counters. If not you can use msi afterburner/Riva tuner
