Question Why is PC so slow?

I have an Intel i7-5960x CPU water cooled (overclocked at 1.3 core voltage and active core multiplier at 46), 2 GTX-980 SC graphic cards SLI'd together, 32Gb DDR4 RAM (2800) all on an MSI X99A Godlike Gaming (MS-7883) motherboard. Oh, I also have a 1350W 80 Plus Silver power supply. I should be at 4.6 GHz but with these settings listed but I am only at 3.7 GHz. What the hell?

In BIOS it shows my clock speed and I am trying to OC using Intel's latest XTU program. I have tried to OC in my BIOS too. Is there something in BIOS I have to "unlock/disable/turn off" to get these settings to take hold?

I have tried OC all cores but right now I'm just concentrating on core 1.
 
Well, there's different multipliers for different number of loaded cores. I've actually had an issue while recent OCing my 3570K that even with a single thread running on Prime95, it seems windows is dividing that load into more than 1 core. (Aka, can't properly load only one core to test single core multiplier) regardless, you're better off finding an all-core multiplier first. Then you can start dividing out if you want to squeeze out a tiny bit more performance.

Good idea. I did set all cores at 44, then 45 and then 46 multiplier, kept voltage at 1.3v. Still not taking. I've watched several different u-tube videos and read many articles on my i7-5960x and on my MSI X99A Godlike Gaming (MS-7883) motherboard. I still can't get past 3.7GHz.
