I was wandering if since the prices of PNY GTX graphics cards are priced lower than other vendors like Asus or Evga. like the PNY GTX 770 is $339 right now and the evga ones are about 400 for the same GPU. And I am pretty sure they all have locked voltages at 1.212. I have already heard that the PNY does not overclock that well. when the 770's first came out i got a good deal on the PNY one. Even the PNY GTX 780 ti is the cheapest of that GPU vendors. Does this mean it performs less than standard or just that they have a big supply of them??

I'm not really familiar with PNY products, but perhaps the point behind their lower pricing. Like with most products, you're always kinda paying that premium for buying brand name products. Products made by well known manufacturers in that corner of the market.

A good example of this would be Dr. Dre Beats headphones. Their headphones are hundreds upon hundreds of dollars in cost, but are literally no different than a Sony brand of headphones for a fraction of the price.

You might ask around with people who've had PNY. I doubt they'd be much, if any different, than an EVGA, ASUS card, etc.. If they are, by chance, they're likely a reference card of some sort. Simply meaning that they're not factory overclocked like some cards are...

Simply meaning that they're not factory overclocked like some cards are, and probably aren't as efficiently cooled. They're the same card as the others though at the end of it all. Just more room for overclocking if that's your thing.
