Why is RAM cheaper now?

You are right that DDR4 has released, but I would disagree about the reason for the price drop.

End of a cycle there are the most manufacturers of DDR3. Once manufacturing finishes re-tooling to switch to competitive nodes DDR3 prices will go back up and DDR4 prices will normalize. There is little focus on DDR4 right now since there are so few consumers. DDR3L is still going to reign supreme for quite a while.

DDR4 is basically a direct replacement for DDR3L (1.2 volts vs 1.35) so when it starts creeping into smartphones, tablets, and laptops then you will see a huge price drop in DDR4.

DDR3 prices just are starting to match their all time low a few years back. Too much supply and little demand drove prices for a while. Then a lot of the Fabs started making flash memory to feed the smartphone and tablet market. Supply was okay, then made even scarcer by some flooding in Tawain. Took out a lot of Fabs including a huge chunk of the HDD industry.

Prices are just now settling down from all of that.

As with DDR2, you will see DDR3 prices steadily rise as production is ceased.
