An Intel CPU spends virtually no time running at the base clock speed. This rating has been meaningless for many years now. Perhaps the marketing department thought a lower base clock speed rating would give the illusion of a slower but more power efficient CPU. It makes no difference to anything so you can ignore this rating.
If the CPU has a task to perform, it will use turbo boost to run as fast as possible. When it has nothing to do, it will enter the low power C7 state where it is technically running at 0 MHz.
The only time the base speed is ever used is if you deliberately disable turbo boost.
The HX series support both overclocking as well as CPU voltage control. The mobile H series do not. If you ever have the choice between H and HX, spend the extra money and get the HX.
