why is the max cpu temperature so much high

so these days i was having a weird issue my cpu frequency was keep dropping since i bought a new cpu cooler temps are 65'c-70'c then i measured them again with the HWMonitor and here are the results ? are they wrong ? please someone else help me

Asus Strix GTX 970
Intel Core i5 2400 3.1Ghz
Intel DH67CL Motherboard
Cooler Master PSU 750W
Cooler Master Hyper TX3 EVO (CPU COOLER)
Cooler Master CM 690 III (Cabinet)
8GB RAM

71C for core, 70C for Package is ok.
This 128C is liekly bug.

But still 71C you get under Intel burn or Prime 95 ?

these are the temps while playing gta v and watch dogs and lords of the fallen usually 70'c sometimes reaches 73'c too and in the prime 94 its like 65-70'c after a while ran it for like 10 minutes
