Why is the "Select the preferred graphics processor for this program:" option missing?

I was just trying to get "The Sims 4" to work and i ended up here:http://
I was following the steps when i noticed that there was something missing the "Select the preferred graphics processor for this program:" setting was gone and now i need to know why and how to fix it.(if you can fix it.)

That only applies if you actually have dual video cards in a laptop. Do you?
