Why is there color banding in GuildWars 2?

I'm having this issue in Guildwars 2 but now the same thing is happeining in Borderlands 2 but not just underwater.

Those 'waves' or corna like effect is stuck to my screen underwater. So as I move it just stays there, doesn't change at all.

It also look like an oval on its side if that helps. When playing its very visable and annoying.

I noticed when I open steam and go to 'games' that there is horizontal color banding. Now this doesn't appear on all black images just randomly but after restarting my computer it hasn't gone away. Thoughts?

I've had this issue for months and now its happening in a game that has bad no reports of normal color banding.

I just did this test

I found that 251 was barely visable, 252 less and I could only see 253 if I stained my eyes and 254 not visable at all. The rest were fine. Is this normal?

Anyone? Please I really need some advice on this. Its making some games unplayable because its bothering my eyes so much.

Seriously no one knows anything that could help?
