[SOLVED] Why is there red lights on my motherboard?

My new PC build has been running fine for about a week until this starting happening. Sometimes when I try to plug in my headphones or a usb in the front of my case, my peripherals shut off but nothing inside my PC does. When this happens there is a few red lights blinking on my motherboard. After a few minutes everything returns back to normal until it happens again. I don't know what to do.
 
Dont know why your peripheral's stop working but i can help you with the mobo lights.
For a number of years now almost all mobos have a strip of pulsing lights , you may not have noticed they pulse even with the pc turn off but not if you unglug it from the wall.

The idea is that even with a pc turned off your mobo still draws electricity from the wall socket and feeds all the usb sockets.
With the pc turned off you will be able to use the usb sockets to charge a phone or tablet.
