I ran the game at lowest possible settings,and still got very low framerate.

Solution
The game isn't all that well optimized and is also extremely CPU heavy. You pretty much have to have a modern Core i7 CPU to get 60FPS with anything approaching consistency. Your Athlon is much weaker than a Core i7 and is only about half as fast as a Core i5 which also struggles to hold 60FPS in Watch Dogs 2. Try monitoring your GPU and CPU usage while playing, I wouldn't be surprised if your CPU is maxed out constantly and your GPU isn't even at the lowest settings.

There isn't much you can do unless you want to do a full system upgrade, there are no CPUs on your current motherboard that are significantly faster than what you have.

Solution
I only had low fps and hanged for a sec when driving.. Change setting in the WD2 config file in Documents/My Games/Watch_dogs 2
HDR=0
ExtendDrawDistance=2
PostFxQuality=0
Got alittle better after that
