why is Windows 10 100% disk usage still an issue?

Has Microsoft addressed this? I haven't had the issue since switching to an SSD, but a friend of mine had it and he has an SSD. Another friend has it on and off, even after switching hardware, he hasn't had it since upgrading from an R7 270X to a GTX 1070.

Do we have a reason? And believe me I try every fix people suggested here on the forums and other parts of the web, but it's very hit or miss. It's kind of frustrating. In any case I just wanna see more discussion about it outside of just people asking for help. I'm planning on switching to Linux soon so hopefully I won't have to deal with it personally anymore :p

4 PC's in my house
4 PC's in my brother's house
3 PC's in my sister's house
2 PC's in my other brother's house
1 PC in my Dad's house
3 PC's in my friends house.

I've built them all. All running Windows 10. NONE of them have this issue. Some have HDD's, some have SSD's, some are gaming PC's, some are Facebook PC's.

What does Task Manager say is using up the HDD?

None of my systems have that issue.
All Win 10. None of them.
 
This usually happens on systems with OS on mechanical HDD, where windows is not fully updated to latest version.
There are several windows services, that can cause such behavior:
  • windows search (Cortana),
    windows defender,
    windows updates,
    defragmenter service.
Most effective solution is OS migration to SSD.
Or (if SSD is not an option) then just be patient and wait until offending windows service finishes her job.
