Why is Windows 10 so slow?

So, let me explain things. On Windows 8.1, with a 5400rpm HDD, my system boots up in 17 seconds or something (with post + welcome screen), but on Windows 10, with a SSD, it takes more than a minute to boot up. Both machines have simular specs, only difference in the SSD & HDD (but Win10 should be faster since it's got a SSD, right?). Also Minecraft is significantly slower, min settings gets 30-40fps on Win10, but with medium settings I get 100-120fps on Win8.1. With a lot of things there are major differences.

OS: Win10 / Win8.1
HDD: 8.1 SSD: 10
I5-2430M
8gb DDR3
GeForce GT520mx
Intel HM65 Chipset
Latest drivers & BIOS. Both run a clean install of Windows.

Can anyone tell me how this is possible, and if there is any fix for it? Thanks!
 


Asus told me that the laptop is compatible with Windows 10, but they don't have any drivers on their page. They said that it would be fine if I installed the drivers for Windows 7, and the drivers that don't work can be downloaded from the manufacturer's website (nvidia, intel etc. etc.) (asked it a couple weeks ago so that's why I know it already)
 
Wait.. I've tried it on multiple laptops and it seems like Windows 10 1703 and up are very slow and 1607 and down are very fast. What I did was, I installed an older build and boom now it's even faster than 8.1. I don't know what the problem is right here, but something is wrong with the CU and up. Fix your OS Microsoft!!!
