Question Why isn’t all of my ram is usable, and how can I fix it?

I have a X570 a pro and an AMD ryzen 5 2600x with a pair of 4 GB patriot viper ddr4 ram clocked at 2133mhz but only 3.95 GB are usable from the 8.

Windows clean install or from some other system ? Are RAMs inserted in A2 and B2 slots ?

Yes they are in the A2 and B2 slots. And the windows version is one that I got from somebody but then reset it.

I would suggest a clean install but before that try with msconfig.exe > BOOT > Advanced options > Maximum memory.

Sounds like a 32bit limitation.

Its a 64 bit version
