Question Why Low fps Rate on watch dogs

I dont understand after all the damn upgrades ive done on this computer every other game seems to be alright except this one i jst found out im avg 38 fps on this game ... 10 hours later of playing i dont get why its low heres my specs.
i7 6700
msi 1660 ti
16 gb ram
tb ssd
can someone help a feller out?

Old, bad CPU. 4 cores, and slow ones at that. I'd consider upgrading to Ryzen of some sort, a 2600 would be a good option for budget.
