It's just 2 days since I built my pc and I have an i7-12700K. I decide to run a Cinebench multi-core test and the score was 14400!!! and single-core was 1860!
The maximum temperature was 70C ~ 73C and power usage was 149 watts.

It seems some of the cores have lower clock speeds, HWMonitor shows that 4 of the CPU cores maximum clock speed is 3792MHz but the other ones are 4889MHz.

That CPU has 2 sets of cores, 8 Performance-cores and 4 Efficient-cores which work at different frequencies. As far as I know, only Windows 11 "know" how and when to use them and schedule work accordingly. Efficient-cores for light work and Performance-cores for higher loads.
Also make sure that Boost and Turbo Boost are enabled in BIOS.

The 12700k has a PL2 of 190W , so if 149W is a maximum and not an average then you aren't getting enough power.
If you want to boost your performance you can put pl1 and pl2 to 190W, from bios or with ixtu from windows, so it will always run as fast as possible instead of slowing down after a few seconds, it will only draw as much power as it needs but on heavy workloads like cinebench you will probably see a difference.
That's not considered overclocking and is covered by the warranty.
