Question Why my CPU Cooling locked 790 RPM (AMD Wraith Spire, Ryzen 5 3400G). It is normal or something happen?

I have build budget PC

Ryzen 5 3400G with AMD Wraith Spire
ASrock 320m
Kingston Fury Beast 8GB
VGen NVME 128GB

but, my CPU cooling always locked at 790 RPM. Even idle or gaming with 50C - 90C, i already try open with bios and change things especially on cooler tab it still same, anyone can help me solve this? Thank You very much!!
