Why my fps are so low?

Hi, my pc has: - c2q q8200
-asus ph gtx 1050
- hp 3032h mb
- 4x1 ddr2 667 ram
- 520w psu
I'm playing csgo with low settings at 1280x1024 with 40-60fps and LoL at v low settings with 40-80 fps

What can be the issue?

It's your old CPU and slow DDR2 RAM which can't keep up with the latest games, hence the low FPS. Though, 60 FPS is playable just fine and it wouldn't be an issue for me. If you'd have 30 FPS then yes, gameplay would be pain. In any event, to get higher FPS, you need to upgrade your system with latest CPU-MoBo-RAM combo. E.g this one:

Few words
Above CPU-MoBo-RAM combo is more than enough for all gaming needs at current date. Add your GTX 1050 to it and you're looking to play low settings @ 1920x1080 or medium/high settings @ 1280x720 with 60+ FPS.

But to get better performance without new hardware, you need to lower your display resolution so that your CPU can keep up. E.g use 1024x768 resolution instead of your current 1280x1024. That also applies to in-game resolution.
