Question why my gpu performance is that low/bottlenecking?

i dont know i was only achieving 30 fps in gta V.It worked good previously.My game is freezing vigorously.

Nope I mean i had zebronic crappy PSU first
And then i now have corsair VS 400.
Then i faced this problem at that time i thought it was driver problem so i updated my driver but didnt worked and then i downngraded drivers to much previous version then it fixed.
But again today after one week i m facing same problem.
