Question why my gpu usage so low

My Pc spec,

CPU: i5 7500
GPU: Gigabyte RX 5700 XT gaming oc 8g
Ram: corsair vengeance LPX DDR4 16gb, 2400MHz
PSU:Thermaltake toughpower 80+ gold 750w
Monitor: LG 22MP68 1080p

Recently i upgraded my GPU to RX 5700 XT..As I was playing games(mostly The outer world and Metro Exodus), i noticed sudden fps drops. I was using FRAPS to monitor fps. I thought it was cpu bottleneck cause I have 3 years old 4 core,4 thread cpu. But then i switched to msi afterburner and rivatuner to see more details. My cpu usage was 75-80%, gpu usage only 60-65% and FPS drops to below 50. So it wasn't a cpu bottleneck. Then why my gpu usage and fps is very low. When gpu usage 100%,FPS is around 85-120 (Vsync Disabled) but often gpu usage drop to 60% for no reason.

Seems weird....but probably its a cpu bottleneck. 7500 is 2 gen behind 4C/4T and could be possible to bottleneck the 5700XT. The only 75%-80% usage is a little strange.. but i still support is a cpu problem.

Ok, make sure you have the latest drivers. You could also delete the gpu drivers completely with a tool named "AMD cleanup Utility" that you can find online.After that, reinstall the drivers from the original site.

Did that already. Though I was using DDU for clean uninstall..but nothing is working..I thought this is gpu issue but then I tested rage 2 and doom...both games are running fine, my gpu utilization is 99% in those game unlike outer worlds.
