Question why my monitor only do 60 hz but shoud do 165hz?

My GIGABYTE M27Q monitor 1440p 165hz some times do 144hz and some times do only 60hz. I'm ussing HDMI 2,1 cable. When i turn on and turn off HDR then its stuck 60hz.

P.s I'm a laptop user and it has only one HDMI cable.

Is this when the laptops own monitor is on such as the case with duplicae/extend the monitor to the second one?
What is the laptop's own monitor capable of?

You may have to go into (from desktop) right click/display settings/advanced/frame rate will have a drop down that offers selections reported by the monitor. In the case that you have (2) running you have to actually click on the one you wish to adjust.

I did that already and it shows some randome numbers like 60hz 59,94hz 24hz and 23,98hz.

Bro I just turn on game and its turn on 144hz(CS2) thats strange.
