Question Why my PSU fan runs but CPU fan dont run?

I am facing a very uncommon issue, that is when I turn on my PC everything works well even I got the boot screen but suddenly after 10 second everything just get stop. Then I again turn on the PC , then something in RBG colour flash on my monitor and again boot screen comes but everything turn off. And at some time when I press the power button, PSU fan runs at its full speed qnd then turn off but CPU fan dont run.

What are CPU temps, PSU may be a silent type

Cpu temprature sometimes lies between 30 to 40 degree celcius bht sometime reaches to 70.
