Question Why my RAM's performance so low?

Hi, i have 4x4Gb Corsair VENGEANCE® Pro Series — DDR3 DRAM 2133MHz C9 Memory Kit (CMY8GX3M2B2133C9). But it's seems like underperforming. I run a couple benchmark tests and compare other same Ram module. The most obvious difference is Latency. My rams has 60-70ns latency but i saw 24ns other benchmarks.
Note: I use 1866Mhz because i guess my cpu limited this

What cause of this?

System hardware specs and OS?

Verify the current memory configuration via the Motherboard's User Guide/Manual and the motherboard's manufacturer's website. Ensure that the RAM you are using is supported.

Read the installation instructions including all notes and fine print. E.g., a requirement that the first installed RAM module must be in a specific slot.

It must have installed correctly. Because i already there is performance improvement. For Witcher 3 (ultra settings) up to %20 performance increases.(My old ram single 8Gb kingston value ram little poor.) Also i checked before my motherborad compatible ram list. Don't seems here. But i think it isn't means doesn't compatible, because of there is a %20 performance differences. Just i don't figured out why my ram latency triple than same models
 
CMY8GX3M2B2133C9 is not a 4x4GB kit. It is a 2x4GB kit. Use of multiple kits of memory have no guarantee to be compatible together.

FX CPUs support 1866MHz memory with one DIMM per channel.
FX CPUs support 1600MHz with two DIMMs per channel.
The motherboard is a dual channel memory motherboard.
