Why my system starts lagging when I play Rocket League and GMOD?

Hey there. So I have a GTX 1070 and an AMD FX 9370. When I play rocket league or gmod my pc starts lagging all the time (by lagging I mean that the screen freezes and unfreezes all the time) and I'm unable to play. What matters?
NOTE: This only happens when I play Rocket League and GMOD. When I play other games such as ARK: Survival Evolved, Battlefield 1, CS:GO, 7 days to die and Rust my pc is all good and it's not lagging. Please help!

Long story short GMOD which i play as well on the SantosRP servers by far the best in GMod. Reason your getting horrible Fps in Gmod would be the horrible optimization in the game. You can have a 6k pc with 2 1080s in sli or titan xs and still get horrible FPs stutter. Either the server its self causes the stutter or the not so perfect coding. I've noticed i get better FPS when server isn't full. Still your pc is no where near being maxed out by Gmod. I also have a 1070 OCed and 2600k at 5.1 ghz and 20 gigs ram only get 30 fps full city. Rocket league never played it,but i am guessing its the same problem.

No you didn't understand. I'm not getting low fps bro. My FPS are high everything is ok but while I'm playing my pc lags and unlags (the screen freezes and unfreezes) all the time. So it's not that I'm not getting high FPS. This isn't my problem. My problem is that my pc freezes and unfreezes all the time making it impossible to play. This only happens in rocket league and gmod though. In other games my pc runs brilliant. I don't know what is the issue. Any ideas?

Yor getting server stutter then or something, same happens to me in Gmod. Ill be driving out of no where i am frozen then end up in a wall. Unless your freezes are different. Down load OBS record your gameplay in Gmod show me what you mean.

Yes I have the same problem with you. So I play prop hunt, I find a prop and I start hunting it down. After a minute my screen freezes and when it unfreezes I end up on a wall and the prop has escaped. So do you know why this happens?
NOTE: In my laptop(which is a piece of garbage) the game runs brilliant without any freezes. Do you have any ideas? Thanks.
