Question Why my videos looks slightly blurry and with a lower quality when im recording?

So im trying to record videos at high quality with obs using high quality settings, but the image looks blurry, everything its on high/ultra even theres no upscalling config on my system or on obs and i tried lower the settings to see if it can looks worse but nothing changes, it just looks like the same as before. i tried other recorders setting up everything on max and nothing changes on quality... how can i solve this?

I know nothing about OBS - I use Total Recorder. I take it that videos from another source are not blurry. What format is the file saved in?

Hi! i was recording on MKV with nvidia HEVC as encoder on CBR at 120kbps of bitrate , sometimes i tried cqp at 12 but it seems to still with the same quality
