Question Why network working only every 2nd time on restart?

Hi!

Story: Stationary PC, Windows 10 Pro, internet via ethernet cable, Motherboard: H61M-HVS, previously internet worked normally, just now reinstalled windows.
Problem: network working only every 2nd time on restart. When not working, then in device manager Relatek PCle Family Controller ir not visible, when working, then it is visible. The same goes for sleep mode, works only every 2nd time.

Tried:
  1. In network adapter removed checkmark - 'allow the computer to run off this device to save power';
  2. Updated BIOS to lastest version;
  3. Checked power settings, nothng suspicious.
  4. Compared services when not/is working network:
    1. Service 'Network Connected Devices Auto-Setup' is not running when network does not work, but it is running when it is working. Tried to start it manually, but it it throwing error and does not allow it to start.
    2. The same goes for service 'TCP/IP NetBIOS helper' (Manually starts ok);

Maybe somebody knows solution for this problem?

In my case, After installation of 8019 version driver, turning off 'Computer can turn off this device to save the energy' in LAN properties of device manger had fixed the problem.
It was interesting that after having changed the driver and the parameter, LAN functioned well after 2nd rebooting.

'Computer can turn off this device to save the energy' is my translation of KOREAN message in Win 10 to English, so please find similar item.

"Every second time".

That is a pattern.

Look in Reliability History for an error code or codes that occur in the same pattern. Could even be an informational event.

Try running the built in Windows' troubleshooters. The troubleshooters may find and fix something.

"sfc /scannow" via the Command Prompt may also restore normal networking connectivity.
