Question Why only 20-50% usage

So I recently got an AMD 3200g and started playing some games but for some reason I only use between 20 and 50% my cpu even when in cinebench and such. Any ideas on why this is or how I could fix it

did you fresh os install?
full system spec? include make and model of the psu
