If in Balanced mode,and all is working well, the clock speeds should fluctuate...
If you induce a decent all core/multi-threaded load, it should boost to at least 3.8 GHz on all cores then...Prime95 will induce a heavy load instantly, as will CPU-Z/bench/stress CPU (on)
It won't just sit at any one clock speed on any one core unless you've been tinkering in the BIOS to attempt to lock at a speed on all cores, which will be at lower clocks that it can do on it's own management subroutines because some chiplets/cores are faster than others...; a favored core will boos as high as 4.6 GHz under a small single threaded load, ....allegedly.... (HWMonitor or RyzenMaster should show this mixed core speed activity in near real time, fluctuating constantly...)
