Question Why some games look good on 30 fps and some don't?

Games like Assassin's Creed Odyssey, and Gears of War 4 run poorly on both consoles, running at 30fps both and they look bad.
On the other hand, games like Red Dead Redemption 2 or Shadow of the Tomb Raider run better on both consoles, still on 30fps but are looking great.
How is it happening?

M8, I meant certain games run terribly all the time, and some look great all the time.
Leave aside what the console maintains.
A game runs 30fps lock, look good, same at the other, looks bad.

You can't compare PC and console, even on the same 'title'. They are totally different games, game engines, artwork, and coding.
