[SOLVED] Why the difference in HDD surface scans?

I have had two Toshiba HDWD130 hard drives in my PC for two years. I ran a victoria surface scan for both of them yesterday, and the result is horrible, but when I connect them to an external hdd docking device, they suddenly returned to normal.

Motherboard: Gigabyte B360 HD3P
CPU: Intel Core i5-8400
Memory: 2 x Kingston 8G DDR4-2400

What is the problem here? I have absolutely no idea, since I've changed PSU from Vp550p to NE550 Gold, and also changed the data cable, the problem is still there.
 
Solution
The time between each drop seems constant, means there is a program or service that is constantly writing or reading from the disk.

Thank you guys for answering. I've figured out that it's the Moo0 System Monitor which caused the problem. The HDD temperature monitor interferes with the read test. I turn it off and the dips are gone.
