Question Why will 3 different 650W psu's do not run my pc when a 400W one will

The PSU in my PC failed, I ordered a 650W gigabyte PSU and the PC would hang within 1 minute, I got a replacement Gigabyte PSU and the PC would not boot with this one.
I have now got a 650W Corsair PSU it runs for about 2 seconds and then cuts out.
Yet this PC will boot up and run on an old 400W PSU every time I fit it, and is doing so now.
What could be causing this problem?

When posting a thread of troubleshooting nature, it's customary to include your full system's specs. List them like so:
CPU:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:

Just to understand if you're really going to need 400W of power. You also forgot to mention the models for the three units listed above. There are series within each company portfolio to meet a price point and the lowest price point often have the bad units.
