[SOLVED] Why wont my GPU (5600XT) get over 80% utilization

Im currently trying to play Zero Horizon Dawn on my PC and i keep getting drops below 40FPS but my utilization isnt going over 80% and the card isnt getting over 70 degrees either. Has anyone got any ideas

PC Specs:
5600XT Red dragon
ryzen 3600
MSI b450 gaming pro carbon
3200mhz corsair vengance ram

What is your CPU usage at? what temp is it at? Make sure your CPU is not thermal throttling

My usage sits around 60-80% and temps are around 60 degrees C at all times junction temp is 66C

Be careful how you interpret task manager cpu utilizations.
Windows will spread the activity of a single thread over all available threads.
So, if you had a game that was single threaded and cpu bound, it would show up on a quad core processor as 25%
utilization across all 4 threads.
leading you to think your bottleneck was elsewhere.
